Jim and Patty Rouse founded Enterprise Community Partners, Inc. (then named The Enterprise Foundation) in 1982.  Their goal was to have every American living in a decent, affordable home.  Jim Rouse was a successful real estate developer and a man with a great deal of skill and compassion.

It all began with a small church in Washington, D.C. that wanted to help house the poor.  Three women came to Jim in 1972 looking for advice to create low-income housing in the Adams Morgan neighborhood.  He helped them to secure the necessary money for the purchase of some property and for its renovations.  It took 50,000 hours of volunteer work and a $500,000 grant to create the first 90 apartments for low-income people.  With this, Jubilee Housing was born, and Enterprise would, eventually be born from this experience.
